ENERGY QUEST SEARCH INTRODUCTION
Renewable energy technologies throughout the world have gained recognition. The underling factor in supplying America its thirst for energy has and always will be adaptation of new technologies in all areas of exploration of the earth's natural resources.
The materials and products that are used to manufacture solar cells, windmills, hybrid vehicles, hydrogen fuel cells, etc., must be produced and anything made by man creates pollution.
Energy Quest Search is intended to illustrate the vast potential Renewable Energy Technologies provide for the growth of all country's, and those on the Internet whom provide knowledge on renewable energy technologies, energy efficiency, energy efficient devices/products, environmental issues, and fossil fuel exploitation. The introduction of Energy Quest publications published in 1982 and 1986 are addressed.
New technologies whether they be considered renewable or an improved device or product that decreases pollution and increases productivity, provide a sustainable foundation for businesses, industry, residential communities, homeowners and those whom own automobiles, commercial vehicles, Off road vehicles, boats, jet ski's or Bicycles.
Energy Quest is an effective tool toward accomplishing a self-reliant and self-sufficient future for generations to come. I rally your support for Federal Investment Tax Credits and Incentives for the purchase of Energy Efficient Homes/Buildings, Energy Efficient Devices/Products, Renewable Energy Technologies and construction of Power Plants supported by renewable energy technologies when feasible.

Dear Senators Gordon Smith and Ron Wyden:
I would like to encourage your support for President Clinton's FY 2000 Proposed Budget for the U.S. Department of Energy's Renewable Energy and Energy Efficiency Programs, as well as proposed income tax incentives for energy efficient equipment and new homes.
Hearing your views on this matter is very important to me. If you would send a response to my home street address, it would be very much appreciated.
When Americans feel elected officials, representing the leadership of the U. S. Of America, are not listening or responding to appropriate technology developments or environmental problems, on the scale necessary to achieve wide scale renewable energy developments and a clean environment, they write their senators whom often, don’t have the time to read information from all those whom write on various topics. Yet Americans are encouraged to write their Senators or Congressmen’s. When Americans realize their letters receive no response, citizen and government interaction becomes less, unless your commitment is strong. A Senators job is not easy. One day maybe the wonder cookie computer can be designed to receive American correspondence, matching by questions how many Americans support one issue or another. Imagine this letter having been sent to the PIEAS, President Nixon’s creation and answer to the 1973 oil embargo years. Allowing Americans one centralized web site in order to post their comment or letter on various subjects. The computer searching and matching rapidly, information’s on various solutions on all subjects and topics from Americans. How many Americans would exclaim “Renewable Energy Technologies” or “Energy Quest?”
As an American and a veteran, I have proven my loyalty and have continuously communicated to politicians, universities, news and magazine organizations, societies, associations, and the American people on environmental and renewable energy technologies. When President Carter presidential address to our nation was televised July 1979, Mr. Carter pledged our nation would “fight the energy crisis as if it were equivalent to a national war,” and exclaimed to the U. S. military to do the same. I went to war. I’ve been at war 22 years. I have never, and never will demonstrate violently, or in anyway demonstrate my emotions are dictating my thoughts, even though I’m frustrated. Like so many us, I’m trying to peacefully cause awareness in the developments of sound technologies.
In 1982, 1986 and 1995 I offered “Energy Quest” as the tool to communicate to citizens of earth, Energy Efficient Devices and Products available for purchase within the international market. Every Governor and University in the U. S. received Energy Quest Political and Economic Rights in 1982. Senator Hatfield, Kennedy, Dick Army and many other politicians, businesses, citizens, etc., were introduced Energy Quest. Energy Quest as a tool was offered in 1982, 1986, 1995 and now once again. I have attached “Energy Quest” Charts as evidence of my plan designed in 1982 for American investment and ownership but no one responded. It would be nice if someone tells me once and for all; Energy Quest is or is not a worthy tool for communicating Energy Efficient Devices and products. My new web site known, as energyquestsearch will communicate renewable energy related web sites scheduled next month. 1995 California Energy Commission Trade Marked “Energy Quest”. Maybe the title I chose for my books was good after all. In 1979 I published Energy Quest aboard the USS CORAL SEA CV-43 in Rear Admiral D. Chambers flag room.
My letter to you is intended for you to consider wide scale development of “Renewable Energy Technologies” in America and gain support for Energy Quest Energy Efficient Devices and Products prior to eventual publication, as the tool necessary to communicate energy efficient devices and products.
The U. S. economy is reliant on developments for growth. I know of many projects that will improve New Mexico, Idaho, California and Mexico economies. There a lot of development projects floating around. Not all will be funded. Projects that may one day be funded are facing high cost of electrical power and limited energy resources.
The U. S. economy uses a lot of oil and renewable energy technologies really can make a difference. Who’s looking ahead when oil will become scare worldwide?
The trucking industry is facing problems. Fuel will rise in the future. Maybe even Swift Transportation may surprise us and close down operations.
On March 15, 2000, OPEC announced oil reduction of 1,000 million barrels of oil a day in order to bring the price of a barrel of oil back up to $25.00 a barrel. With 40% of the world’s oil coming from the Middle East, President Bush is under pressure to open the Alaska oil reserve, a six-month supply and environmental calamities possibly as a result. The U. S. economy is reliant on fossil fuels, consuming a large portion of the world’s oil supply and continued exploitation of U. S. coal and natural gas reserves is seen as a normal course of action.
Truck and auto fossil fuel reduction is possible through the introduction of Bioenergy – Biomethanation - Biomass technologies such as Ethanol, Methanol, Biodiesel. Present research of Sympathetic Vibratory Physics - Keely’s Etheric Vapor with acoustic stimulation and Mr. Yull Brown’s Brown Gas may have substantial benefit. American Farmers will benefit from the Bioenergy industry, as the crops they grow would be profitable in order to produce alternative fuels. Oregon farmers are not doing well. Recently Oregon farmers launched a demonstration at the Oregon State Capitol illuminating their plight. American dairy’s, poultry and pig farmers have stock piled fuel awaiting exploitation. Many dairies’ in Oregon are restricted on how much biodegradable by product from cows can be irrigated once dissolved, thereby forced to stockpile potential energy resources in ponds or on the ground in heaping piles. Rosaritio, Ensenada and Mexicali, Mexico diaries are in big trouble.
Wide scale renewable energy exploitation is the only logical approach for our nation. Renewable energies are more productive and cost effective. Worldwide renewable energy foundations are firmly in place. The environment will continue to be adversely affected unless renewable energy technologies replace nonrenewable energy technologies. Energy resources worldwide are increasingly dwindling.
Corporations, Companies and Businesses make decisions that affect our economy and policies of the U. S. Government often favor nonrenewable energy exploitation, thereby encouraging business investment in many industries unfriendly to our environment.
The renewable energy community internationally has made an enormous effort to introduce and build a renewable foundation for the world’s economies.
The U. S. reliance on nonrenewable energy resources is evident by President Bush’s “Disastrous Flip-Flop on Global Warming and fewer than 60 days into his presidency; George W. Bush has abandoned one of the most essential environmental promises of his campaign.”
“EPA Administrator Christine Whitman just days before had boldly affirmed the U. S. forward-looking policy curbing emissions of all key pollutants from electric power plants, including carbon dioxide, a major contributor to global warming.” As a result of intense coal industry lobbying, mandatory reduction targets on carbon dioxide will be postponed.
The German chancellor and many other world leaders will continue their fight for reduced emissions of pollutants causing global warming, the U. S. exclaimed by the world as the leading producer of carbon dioxide. Acid rain has damaged lakes, killed fish and adversely impacted the Canadian and U. S. environment.
There are fewer coalmines operating in the U. S. then there were 20 years ago but Midwest and the eastern U. S. reliance on coal for electrical energy is still a key factor in politics.
Renewable energy resources are realistic and mass scale exploration is inevitable. Renewable energy exploitation now firmly established as the way in which the world must search for future energy, will continue to be a better choice then continued exploitation of nonrenewable natural resources.
There are many businesses that need energy reduction and or alternate energy resources for there electrical power. Senator Pete Domeinci (NM-R) reported 990 copper mine employees may be laid off in April or May because electrical cost have increased from 2 to 3 cents to 21 to 22 cents per kilowatt-hour and wants to know how come the producer gets so little and the market so much, a ratio of $5.00 (producer) to $60.00 (market) cubic feet for natural gas. This copper mine needs to tap into an alternate renewable energy resource and leaders in the renewable energy community must introduce developments in order to provide this New Mexico copper mining company an alternate renewable energy resource. Renewable energy producing developments must be illustrated to our elected officials as a cost effective futuristic approach, in order to support our nations increasing demand for energy.
There are vast areas in Mexico within 100 miles of San Diego, California that have constant wind, yet know one is harnessing this enormous resource. Had someone developed an infrastructure between Mexico and California and installed wind turbines, California would be buying electrical power from those with great insight and vision.
Americans are busy working with limited time to search the web for those products and devices that can reduce energy consumption. American businesses are competing with those who have established manufacturing bases internationally, where labor is cheaper and laws more relaxed. When will our nation realize the potential of wide scale exploitation of Renewable Natural
Resources? Our elected officials have limited time to review thousands of letters Americans mail to them on issues of importance to the American worker and business. How then can we expect the American worker or business to know of every energy efficient device and product available on the international market, capable of supplying a homeowner or business renewable energy or energy
reduction? Searching the Internet takes time. Truck drivers who own homes, as other American homeowners will benefit from renewable energy technologies but have little time to review web sites I have sent you.
Energy Quest Encyclopedia Energy Efficient Devices and Products has the potential of communicating to everyone in the world, the most cost effective and productive energy efficient devices and products available. We have only to open our eyes to see a glimpse of the future. Our future can be bleak or hopeful, totally dependant on what we do now and tomorrow. Others in our nation in the past have with great fortitude, called on U. S. industry to overcome seemingly impossible tasks in the midst of international crisis.
After the Japanese attacked Pearl Harbor, 90 percent of the natural rubber supply from the Far East was cut off from the United States, which had a stockpile sufficient for less than one year’s normal peacetime requirements. By May 1941, President Roosevelt called upon American industry and together set up a cooperative synthetic rubber program based on previous research and pilot-plant work of American rubber, chemical, and oil companies, some of whom had shared German patents under Cartel agreements to produce all the synthetic rubber needed to continue the war against Japan and Germany.
How important is the U. S. economy to the world? Taiwan, whose continued existence as a sovereign nation is relying on the U. S. to maintain a stable economy. Worldwide Foreign policies established by countries whom desire worldwide peace and stability is the under lining factor for international economy strengths. Without International trade all countries would be adversely affected economically, yet there must be a balance that U. S. foreign policies have tried to set forth, in order to ensure fair and equal treatment in the international markets for U. S. businesses. There are those that believe NAFTA was a mistake and others whom believe as a result of NAFTA the U. S. economy has seen growth.
January 1, 2001 when 190,000 or more Mexican trucks are allowed total unrestricted access to U. S. highways and byways, competing with U. S. Motor Carriers transporting cargo, freight and produce will be a true test of NAFTA. President Bush’s Administration must first implement a plan ensuring Mexican Motor Carriers and Owner-Operators abide by Federal Highway Administration, Federal Motor Carrier Safety Administration, U. S. Department of Transportation and individual States laws and regulations governing truck commerce.
The House and the Senate are debating what should be done with American’s tax surplus and some feel President Bush’s plan is neither fair nor equal. In fact, some American’s would receive a $28,000.00 rebate compared to $250.00 for
others over a period of years. If all American’s agreed to invest $95 billion dollars into renewable energy exploitation, our countries energy problems would rapidly be solved. At the minimum you would think someone might have submitted paying the surplus toward the national deficit. If I’m not careful, someone may consider my ideas grandiose, confusing and illogical based on tangential facts or empirical data.
There is no other option but to invest in renewable energy exploitation if the U. S. expects our economy to continue growing. The fact is, the world will one day consume all available fossil fuels and at great cost to our environment.
Do you remember the 1973 oil embargo years? Israel does. Solar Salt Ponds increased developments in Israel was their response. The Middle East countries are still unable to settle their differences between themselves. The majority of these differences are religious in nature, yet the Palestine people living in the settlements feel they have been unfairly persecuted economically; isolated from regional hospitals, causing delays in medical treatment; denied development of manufacturing industries within a reasonable distance of their settlements and little if no voice in politics. Palestine’s with Moslem support have taken desperate measures, resulting in an armed confrontation, which continues to plague the region. With the announcement that the Ark of the Covenant was believed to be found beneath King Salomon’s Temple and many whom believe the Jewish Temple may one day be built; coinciding with bible prophesy, unless someone comes up with a viable plan and soon, peace in the middle east may not be possible for some time. Even President Bush exclaimed, “The fighting must stop.”
I hope Americans don’t wake up one day to find out OPEC has chosen to limit oil production even more then the recent one million barrels a day in order to preserve oil reserves rather then to escalate prices.
If we continue to allow inventiveness, ingenuity, collectiveness of research and renewable energy developments to be second to nonrenewable resources exploitation, catastrophic economic collapse will one day become a reality for the United States of America?
A revival of international economies will only come when the abilities of man/women kind are given free rein, mobilized and deployed by an act of national and international will. The most important responsibility for the productive, everlasting growth of the U. S. should be to uphold and maintain as sacred the free enterprise system. As the Honorable T. C. F. Prittle, a diplomatic correspondent between 1963 and 1970, and author of many notable and excellent books puts it: “The real value of something in life is often not recognized until that something has been lost.”
Admin Smith, the father of economics sums up what the free enterprise system is and is not; and I can tell you, a 700% increase in electrical costs is not economically healthy, nor do I believe Admin Smith would remain silent if he were alive today:
“An individual who intends only his own gain is led by an invisible hand to promote an end, which was no part of his intention. Nor is it always the worse for the society that it was no part of it. By pursuing his own interests he frequently promotes that of the society more effectually than when he really intends to promote it. I have never known much good done by those who affected to trade for the public good.”
William Benton once said: “The free enterprise system is a way of economic life open to hope - an economy open to new ideas, new products, new jobs, new men. It stimulates men of all talents and capacities to serve to the best of their abilities. It promotes the capacity of men for bold and independent action. The opportunity to compete in a free and open market encourages men to study the actions of others critically - not passively to accept them - and then resourcefully to act for themselves or for their companies in supplying goods or services to the public. The free enterprise system is not, never has been, and never should be, a system of complete laissez-faire. For instance, it is:
Not the freedom to seek profit by any and all means;
Not the right to profit at the expense of the welfare of the community;
Not the freedom of any man to exploit any other;
4.Not the freedom to waste the natural resources of the country;
5. Not the right to monopolize (which impedes or prevents the establishment of new business, creates scarcity, and imperils the spirit of enterprise)
6. Not the opposition to necessary an appropriate government regulation or operation (often for no other reason than that it is governmental);
7. Not the appeal to government for subsidy or protection whenever adversity appears.
These distortions have never belonged in a properly functioning system of free enterprise. They tend to pull down private enterprise. They can pull democratic government down on top of them. Indeed, the amazing fact is that a system so
much abused and so little understood has functioned as well as it has. Past deficiencies, however, do not demonstrate that a free enterprise system will not work. They merely demonstrate that we have not yet made a concerted and deliberate effort to make it work with full effectiveness. We must learn how to outlaw its perversions and how to preserve and expand those beneficial features essential to a free society.
The free enterprise system is maximum dependence upon competition and the free play of prices determine who shall produce what, maximum dependence on profit as an incentive rather than on compulsion or prestige, and maximum emphasis on free personal choice among the economic opportunities - be they goods or jobs - that are available.
The driving energy of private incentive for the economic good of the nation as a whole is products and services adapted more closely to the desires of the buyers at ever lower prices. If we maintain the essential features of our system of free enterprise and successfully prevent mass unemployment, there will be a free market open to the development of new, independent enterprises and this will continue to provide an economic basis for political freedom. Such a market breeds the millions of rival producers and sellers who do not need to cater to private or public overloads. They help keep the balance on the side of freedom and against the arbitrary exercise of economic power. They provide the competition that minimizes the need for government regulation and operation. They provide an element of balance that counteracts potential dangers to our democratic institutions.
Lack of competition stifles the free market. Men want the security that includes opportunity. It is discouragement that has germinated the "security psychosis11 that in some countries has induced citizens to take a defeatist view of human life and abandon human freedom.
New products and services that only wait for development - they are everywhere around us - will beckon citizens on to renewed exertion. America stands at the gate of an age of plenty. The key is in our hands. A system of free enterprise, based upon the principles herein set forth, can act as the provider as well as the safeguard of democracy.
Most Americans would agree on the economic goals for America: a community permanently rich in opportunity and security. We can secure both if we work together. We can work together only if we understand one another. The people in America can build a new America - and help rebuild other countries' trust in our nation's leadership. We in America have always had a dream. We have never lost it. We have it now. With the enterprise, initiative, and goodwill of man urged on to the common good, we can make that dream come alive - not in the millennium but in the American of the approaching tomorrow.”
Senator Kennedy expressed:
“McCarthyism is not so far behind us. Its brutality, its mean-spirited arrogance stripped this nation of its vitality and imagination -- and we needed nearly a decade to recover from its chilling effects.
And not so many years before that, Irish Americans, Italian Americans, Jewish Americans and countless other immigrants were subjected to harsh, humiliating half-citizenship because fear and resentment, fanned by the forces of reaction, made these Americans into victims of bigotry and discrimination.
Now we are living again in a painful era of change, a world of uncertain security where opportunists and extremists can use fear for their own narrow ends. Economically, our lives are being confined by slow growth, recession and mortgage rates only a handful can afford. Worse, a kind of gnawing unsureness affects many of the best of us uncertainty about the future, about the values of the past - even about the prospect of existence in the nuclear age. I must warn you as strongly as I can: this is a critical moment in our national history."
On 23 March 1775, Patrick Henry echoed: "Give me liberty or give me death." If wide scale renewable energy developments are not sought after now, not ten or twenty years from now, the U. S. of America’s economy will fail, due to our nations reliance on nonrenewable natural resources and rate of consumption of fossil fuels, depleting Americas and the worlds reserves. Depression worse then the 1920’s will become reality. If we have not forgotten the very sustaining principles of productivity, then America has a chance.
The path, with which our nation must seek, is via energy efficiency (self sufficiency) through all available energies (not just oil, natural gas, coal, nuclear power, etc.). Outer space and ocean exploration has been part of our nations goals, yet the importance exploration of renewable energy abundant resources is just as important.
If the banking institutions supported energy efficiency, with installment plans of guaranteed non-fluctuating interest at-reasonable repayments (10-12 percent), accompanied with tax credits, will give citizens the incentive to purchase and install energy efficient devices and products in their trucks, automobiles, airplanes, homes and businesses.
Although banking institutions have invested in renewable energy technologies, supporting a mass scale energy efficiency program for Americans and citizens of the world is still not forth coming. Renewable energy technologies have taken hold and are contributing to energy production throughout America and abroad.
Americans' goal must be self-sufficiency through conservation and energy efficiency, which will necessitate less reliance on non-renewable natural resources.
President Roosevelt, now lamented and departed, and "Energy Quest" have one important comparison, they both “restore America to Americans” and increase awareness of energy efficient devices and products. President Roosevelt once said that, “Financial royalties complain that government is trying to destroy financial institutions, but what they're really saying is that government is taking their economic power away from them, giving it to the people.”
Although President Roosevelt confronted and exposed tycoons as agitators toward America's economic growth, he offered suggestions, of which many were implemented, ensuring millions of Americans employment and creating a more productive, progressing America. Financial institutions, during the great American depression, were either unable through human ingenuity or just plain unwilling to give up their ever advancing profits in order to make America productive.
Can we not see the importance of individual self sufficiency through the purchase and installment of energy efficient devices and products, with which “Energy Quest” will offer, right down to actual loan programs at reasonable repayment rates (10-12 percent) and tax credits for every device or product contained within “Energy Quest.”
If U. S. banking institutions don’t desire to utilize their own capital then we have only to establish a renewable foundation and everlasting revenue. Allocate Federal Renewable Reserve Depository (FRRD) 95 billon dollars and Americans will be able to borrow their own money while becoming self sufficient or reducing energy consumption.
I gladly and proudly lay my reputation as an author and inventor on the line and my conceptual foundation is the same as it was in 1982 and 1986 when I published two of three Energy Quest publications. Energy Quest was published in 1979.

A. Residential Renewable Energy Credit. Forty percent on the amount invested by a homeowner in active solar, certain passive solar components, wind, photovoltaics and energy efficient engines or carburetors technologies, electric cars, etc.
Twenty percent on the amount invested when purchasing Equipment used for residential space heating, electrical or
mechanical applications (maximum credit of $4,000).
Residential Energy Conservation Credit. Provides a 25 percent credit for specified energy-conserving home improvements,
such as insulation, weather-stripping, energy-efficient furnace replacement burners, etc., up to $15,000.00 invested (for a
maximum credit of $25,000.00 if energy reduction can be proven 50% or greater.
Business/Industrial Renewable Energy Investment Tax Credit. Provides a 25 percent Investment Tax Credit (ITC) for solar,
wind or geothermal equipment that contributes to an industrial process.
Business/Industrial Biomass Development Credit. Provides a 30 percent ITC for bioenergy/Biomethanation/Biomass
technologies and or device adaptations that contribute to an industrial process.
Business/Industrial Alcohol Fuels Production Credit. Provides a 15 percent tax credit for the research investment into

A. Energy Efficient Building Incentives Act (S.207): The following text reflects the highlights of the act, that was re-introduced on January 30, 2001 by Senator Bob Smith (R-N.H.), chairman of the Senate Environment and Public Works Committee. If enacted, th Energy Efficient Building Incentives Act (S.207) will provide tax credits for energy efficient technology in buildings. Reflecting similar proposals under consideration in the states to reduce energy consumption in buildings, the legislation would provide a tax credit for energy efficient technology used during construction of a building or installed for later use. The legislation would target energy related technologies including photovoltaic equipment, solar hot water heaters, and Tier 1 and Tier 2 energy efficient property.
What is proposed:
Solar hot water property is eligible for a tax credit equal to $1.00 per kwh/year.
Photovoltaic property is eligible for a credit of $4.50 per peak watt.
Tier 1 energy efficient property is eligible for a credit of $750,
Tier 2 properties, being more efficient, are eligible for a larger credit of $1,500.
Installation of super-efficient and expensive natural gas heat pumps would qualify for a $3,000 tax credit.
Tier 1 energy efficient property includes efficient electric heat pumps, air conditioners, and natural gas water heaters.
Tier 2 equipment is eligible for a larger credit and includes natural gas water heaters, electric heat pump hot water heaters,
electric heat pumps, central air conditioners, and natural gas heat pumps.
Energy efficient commercial buildings are also eligible for tax credits on a per square foot basis if the total annual energy
and power costs with respect to the lighting, heating, cooling, ventilation, and hot water supply systems exceed the
performance of a qualified reference building by 50 percent or more.
Cosponsors of this year’s bill include Senators Dianne Feinstein (D-Calif), Patrick Leahy (D-Vt.), John Kerry (D-Mass),
Susan Collins (R-Me.), Olympia Snowe (R-Me.) and Jesse Helms (R-N.C.). Smith is trying to have the legislation
wrapped into the GOP energy package.
